While the attached article “Dishonorable Discharge” applies to the removal of Veterans Park Conservancy (VPC) from VA property, we must also demand the Dishonorable Discharge of Susan E. Shyshka, who signed off on the “License Agreement” as the “acting director” of West Los Angeles VA. She is from VISN 21 in the Fresno area where she was the “associate director.”

Ms. Shyshka’s signed off on this trumped-up, faux License Agreement, which does not inspire confidence. In fact, her unilateral actions of defying the respect of the filed ACLU Temporary Restraining Order to halt the illegal construction of VPC’s Hollywood amphitheater, simply reinforces that under her “directorship” it will be more of the same, if not worse, when it comes to back-room wheeling and dealing with illegal use of VA property. Note the sentence in box (8) of the License Agreement titled “Purpose of the License – “VA intends to use the Amphitheater in a manner consistent with its operations.” It’s no secret that the VA’s “consistent operations” have been exposed by not only a Federal Judgment but the Government Accountability Office’s Report that there is widespread mismanagement and misappropriation of funds in the Los Angeles VA operations when it comes to VA property.

In addition, the VA’s “consistent operations” include public access to the Veterans golf course, Brentwood and Wadsworth Theaters, Botanical Gardens, etc., including operating a rent-free “squatter’s lease” with the City of Los Angeles that provides a public dog park, public baseball diamonds and soccer fields, etc. Thus, if this sham of a Hollywood Amphitheater were to be fully constructed, the Los Angeles VA would have it open to the public, including private parties and concerts, plays and whatnot for Sue Young and her wealthy friends, just as she has abused the “Rose Garden,” that is also open to the public when she is not using it for her personal entertainment center. Moreover, look at the last sentence of the “Special Conditions” in the “License Agreement” number 1. While it appears that the illegal “Enhanced Sharing Agreement” that is under appeal by the VA is being “immediately terminated,” this License Agreement leave the door wide open …. “subject to any agreed-upon amendments or modifications thereto.” There is absolutely no intention by either the VA or VPC to honor this bogus License Agreement without escape clauses to come back and amend and modify to further pillage and plunder Veterans land for the benefit of Sue Young and VPC. By purportedly cancelling the already illegal sharing agreement, the VA and US Attorneys will try to remove it from the Appeal so that the 9th Circuit Court of Appeals does not rule on it overall for what it has already been adjudicated as “unauthorized by law and therefore void,” and leaves the door open to come back and finagle another ill-gotten agreement. Sue Young and VPC must be permanently banned from these sacred grounds! “Acting director’ Susan Shyshka is no different than Defendant Donna Beiter who was behind the VPC illegal “sharing agreements” including the other eight illegal occupants on VA property. Donna Beiter, Jeff Blake and Erik Guiterriz were all part of a conspiracy to aid and abet on behalf of VPC, along with recently “retired” Ralph Tillman, and all must be “Dishonorably Discharged” along with Ms. Shyshka. To be clear, transfers, retirement and resignations are no longer acceptable vehicles to protect the guilty. Only “Dishonorable Discharges” will now be executed and VA Secretary Robert A. McDonald must take quick action to fully and permanently discharge the aforementioned without pay or pensions, or he needs to be “Dishonorably Discharged” from the Department of Veterans Affairs. The VA has no place for civil servants who continue to breach their public trust and serve the greedy and self-serving “wants” of non-Veteran special interest groups, instead of serving only the “needs” of disabled and homeless Veterans. We await Secretary McDonald to fulfill his pledge of “Duty, Honor, Country” and clean out the riffraff bureaucrats at the West Los Angeles VA and install trusted civil servants who will put Veterans’ interest first and foremost and are not afraid to ban outside special interest groups from ever setting foot on these sacred grounds.
