Hope is a man named Charlie Meadows. When I first met him he looked like Santa Claus.
After I spent a week with him I realized he really was Hope. Charlie was the first man I’d met in thirty years who gave me hope for the Conservative movement – hope that our nation might survive. Charlie is the man who wrenched Oklahoma from Liberal midnight Blue and wrested it into crimson Conservative Red. At least that’s what I was told by every politician and pundit I was honored to meet in Oklahoma City, Charlie’s home. Charlie is founder and leader of OCPAC, a force like no other in the U.S. – an entity capable of subduing the monstrous juggernaut of Democrat Liberalism – and in a state where the majority of registered voters are still registered Democrat. More than this, Charlie and OCPAC brought to Oklahoma not only a Republican State House and Senate for the first time in State history, but a Conservative Republican State House and Senate – and supermajorities in both, truly an Oklahoma Miracle.

The good news, great news, is Charlie and OCPAC crafted the Miracle without artifice, guile, or superhuman powers. Instead, they fashioned the Miracle campaign by campaign, phone call by phone call, PAC donation by PAC donation. In this, the Miracle can be replicated in every State. The true nature of the Oklahoma Miracle is it is not miraculous. It is achievable.  In these times we need a miracle. We confront an unconstrained post-Constitutional tyranny imagined all too well by our Founders over 200 years ago – a tyranny they intended the Constitution prevent. Ever since the Constitution became a “living” document, however, it ceased to be our Constitution and it ceased to protect us. Worse, despite our increasing subjugation by a relentlessly expanding Federal Leviathan, the leaders of our nation betray us in every instance. We are left with no escape. Without the States we are doomed. However, if we continue to regard the States as mere provinces of a greater empire, we are without hope. Significantly, our states began as individual States, each sovereign within its borders, each eventually cooperating to fashion a subordinate national structure in service of the States – as outlined in the U.S. Constitution. That was a long time ago – perhaps so long our States cannot revive themselves. If our States do not return to their true nature, however, or in time, both they and the federal superstructure will be lost.  We are fortunate. Within the U.S. Constitution are found two means by which States can reassert their Sovereignty, and in this reassert their justification for existence – protection of the Rights of the their Citizens. These two means are found first in Article I, Section 8, of the Constitution, and reaffirmed in Amendments Nine and Ten. Secondly, Article V of the Constitution provides for a Convention of States (minimum 34 states) for the purpose of proposing Amendments to the Constitution (your civics class likely overlooked this gem), all proposals then subject to the ratification process (requiring endorsement by a minimum of 38 States)…and all entirely without regard to Congress.  As operationalized repeatedly by particular States since our founding – most notably in service of the Abolitionist Movement - Amendment X is believed to authorize a State to Nullify any Federal laws or judicial opinions it believes are unauthorized by the Constitution, and, moreover, to enforce the Nullification declaration with Interposition action – placing itself between the Citizen and tyranny. Article V and Amendment X, then, empower our State Legislatures to save our nation.  And again, Article V and Amendment X of the Constitution, then, empower our State Legislatures to save our nation.  The significance of the Oklahoma Miracle is its capacity to empower State’s citizens to fashion supermajority Conservative Legislatures, the only Legislatures likely to operationalize Article V and Amendment X action.  So, if the Citizens establish Conservative State Legislatures and these, then, activate the Constitution’s powers of last resort, Article V or Amendment X – our nation might be saved from the growing subjugation of a National State grown far too oppressive even now, and growing still.   Given renewed hope and inspiration, I studied for a week with Charlie Meadows, in the city where the Oklahoma Miracle was born. I learned what I could about how the Miracle might be duplicated in other states. Although of imperfect understanding, I believe I was able to capture the essence of it. The first step is to acquire a Charlie Meadows.  Failing this, one must obtain the ten or more people required to construct an equivalent of a Charlie Meadows.  Somewhere in this process I came to believe a Guide might be helpful.
