Before the hand-wringing, feminist attacks on President Trump for reinstating the "Mexico City Policy" begin, take a deep breath.
This rule has been in and out depending on the administration since 1984. It says that all foreign, non-governmental organizations must refrain from performing or promoting abortions. In other words, our tax dollars will not go to organizations outside the United States that support abortion.
That still leaves plenty of charitable foundations to fund those activities like the Clinton or Gates foundations. Abortion is a hot button in this Country. There is fierce debate about when life begins, whether the mother's control supercedes the rights of the baby, and who should pay for abortions. While those issues are debated, it makes good sense not to fund overseas what we don't even agree upon here at home.
