What would Americans and Canadians think if they knew their federal governments knowingly and willingly entered into an agreement, through a third-party commission, to intentionally flood out their own citizens?

It has been expressed that the main factor for the flooding, along the Ottawa River through to the Great Lakes, in 2017 and again in 2019, including the consistent high-water levels, is caused by climate change. The "Plan 2014" brought in to purportedly eliminate and to regulate water levels has expressed that the authors of this "Plan," and those who have read the "Plan,’ are fully aware that "Plan 2014" will do more damage than that of the previous Great Lakes "Plan 1958-DD". "Computer simulations show that average annual damages to the Lake Ontario coastal development are expected to be somewhat larger under Plan 2014 than under Plan 1958DD. …

The fact that Plan 2014 would cause more damage on average does not mean that continued regulation under Plan 1958DD would guarantee lower coastal damages."1

But Plan 1958-DD, implemented in 1963, was to ensure water levels in the Great Lakes would do no, or as little, harm as possible to property, industry and navigation and has been working for decades. And yet the new Plan 2014 has caused some really serious flooding, both in 2017 and 2019 – what Plan do you think the people would prefer? There is also the issue that when water levels on the Great Lakes are higher the tributaries, feeding those Lakes, have higher water levels, contributing to damages of even more private property along those rivers.

But as stated in Plan 2014, it would seem this has more to do with creating wetlands that it has to do with climate change.

Tradeoffs in Managing the Natural and Developed Shore

There are challenges to balancing healthy coastal wetlands and property damage along the Lake Ontario shoreline. In its 2006 report, the Lake Ontario-St. Lawrence River Study Board found that Plan 1958DD came close to minimizing damages for Lake Ontario shoreline property owners but had reduced the diversity of plant types along the shore and populations of animal species that feed on and live in the environments affected by the reduced water level ranges.

The Study Board and Working Group produced a range of regulation plans that met the Treaty’s requirements but that produced different levels of benefits among interests. No plan, however, could completely overcome this inherent conflict.  Plans that restored a significant measure of coastal ecosystem health did so with more natural lake levels. More natural levels, by contrast, increased damages to vulnerable shoreline development. An alternative such as Plan 2007, which relaxed the compressed summer levels Lake Ontario while keeping autumn and winter levels unnaturally low, resulted in a slight reduction in coastal damages on average, but did little to reverse the harm to the environment.

In selecting a new regulation plan, the IJC chose to strike a balance between the two objectives. Plan 2014 produces a large improvement in coastal ecosystems in return for a small reduction in the benefits provided in the 1956 Order for those shoreline property owners who need to maintain shore protection to limit erosion and flooding." 2

That being said the International Joint Commission (IJC) created under the "Treaty" discussed in the aforementioned quote being "TREATY BETWEEN THE UNITED STATES AND GREAT BRITAIN RELATING TO BOUNDARY WATERS, AND QUESTIONS ARISING BETWEEN THE UNITED STATES AND CANADA," states:


ARTICLE III

It is agreed that, in addition to the uses, obstructions, and diversions heretofore permitted or hereafter provided for by special agreement between the Parties hereto, no further or other uses or obstructions or diversions, whether temporary or permanent, of boundary waters on either side of the line, affecting the natural level or flow of boundary waters on the other side of the line shall be made except by authority of the United States or the Dominion of Canada within their respective jurisdictions and with the approval, as hereinafter provided, of a joint commission, to be known as the International Joint Commission.

The foregoing provisions are not intended to limit or interfere with the existing rights of the Government of the United States on the one side and the Government of the Dominion of Canada on the other, to undertake and carry on governmental works in boundary waters for the deepening of channels, the construction of breakwaters, the improvement of harbours, and other governmental works for the benefit of commerce and navigation, provided that such works are wholly on its own side of the line and do not materially affect the level or flow of the boundary waters on the other, nor are such provisions intended to interfere with the ordinary use of such waters for domestic and sanitary purposes."

Therefore, both of the Federal governments were fully aware of the damage which would be caused by their actions, under Plan 2014 and they did it anyway!

As of Oct. 2019, the state of New York is suing the IJC for flooding:

"Saying the International Joint Commission is responsible for 1 billion in damage to the Lake Ontario shoreline in New York, Gov. Andrew Cuomo announced the state was suing the IJC for compensation.

Cuomo said the U.S.-Canada treaty organization's new lake-level regulation plan, implemented in 2017, failed to halt high water and severe shoreline flooding in 2017 and again this year and may even have made the problem worse."

And of course the supporters of Plan 2014 are trying to say "nothing to see here"…really?

One would think some need to do a bit more reading, wouldn’t one think?...

"Robert Campany, a U.S. member of the International Lake Ontario-St. Lawrence River Board based in Clayton, N.Y." says "The reality is that this situation has absolutely nothing to do with Plan 2014."4

When the reality is that two U.S. Congressmen sent a plea to President Trump to get rid of this failed plan…

""This controversial and ill-conceived plan was passed at the end of the previous administration and is already wreaking havoc on communities in Central and Western New York," they wrote in an open letter to President Trump.

The same sentiments have been echoed on social media related to Plan 2014. "Thanks Obama," one Youngstown, N.Y., resident tweeted sarcastically.

All of this may come as a surprise to those dealing with high water levels on the Canadian side of the lake, where most people have never heard of Plan 2014 and where local news reports on the situation do not reflect the fractious political tone seen in U.S.-based coverage."[5]

Well some Canadians know now! The long and short of it is Canadians and Americans had left leaning federal governments that, willingly and knowingly, sought to flood out their own citizens, in violation of fundamental rights and in violation of their own Boundaries Treaty. What does that tell you about the Liberal and the American Democratic Parties’ policies, morals, ethics and governance if they will decide to harm/destroy their own people?

So, you want to Impeach Trump – perhaps you should have impeached Obama – it would have saved New York, Americans and Canadians millions if not billions.
