"An appeals court said Rahm Emanuel is not allowed to stay on Chicago’s mayoral ballot, a blow to the former White House chief of staff who has already raised more than $10 million in his bid for mayor. The two judges ruled that Mr. Emanuel did not meet the requirements to run for municipal election because he did not “reside in” the city of Chicago for a year prior to the election, despite the fact that he had been paying property taxes on his Chicago home while renting it out during his stint in Washington."Anyone with half a brain knows that Emanuel lived in DC for two years as Obama’s chief of staff, rented out his Chicago home, thus he really didn’t live there anymore. But because the mayor’s office was his to lose, the rules didn’t apply and could be bent with whatever bullshit he’d choose to apply. Not this time.
