What are the limits of Libyan War “evolving”, if any?



Defence Minister MacKay uses the term "evolving" as Canada's second foreign war grows in intensity. There is no agreement on command structure, on whether or not there will be on the ground combat and no exit strategy. Neither is the nature of those being supported to replace Ghadafi known.

In the United Kingdom "Tory MPs expressed fears that the war could last for 30 years, Foreign Secretary William Hague added to fears of an expensive and open-ended commitment, saying that it was impossible to put a deadline on British involvement." Other NATO countries, though closer by far, have chosen not to become involved. The morality of acting to protect civilians was Canada's rationale for participating. "the overall mission is progressing from attacking air threats posed by Libyan jets and helicopters to targets on the ground, such as tanks." As it "evolves" the Libyan War is growing in intensity and with this more and more "collateral damage", civilians being killed and wounded by both sides. When an election is under way and no House of Commons to which the Harper Government must answer, there must be a clear statement of intent: Are there evolutionary limits for Canada or is it policy to play follow the leader in what ever directions that are taken going beyond, and indeed against, our original reason for involvement?
