Who is targeting us from the homeland?

Criminal charges have been filed regarding the deaths of Ambassador Stevens and 3 others in Benghazi. The sealed charges were filed in New York by our government, one year after the attack. It is unclear who is charged, why the charges were filed in New York, how much authority (if any) we have over foreign suspects, and what will happen from here.

This feels very much like a move to quiet those demanding answers. However, while charges against those responsible are an important component of the answers we are seeking, the real question is - who in the administration knew what?
