Who's not qualified?

Of the people who think Betsy Devos is not qualified to be Education Secretary, Ben Carson is not qualified to be Secretary of Housing and Urban Development, or that Scott Pruitt is not qualified to be head of the Environmental Protection Agency most probably thought Barack Obama was qualified to be President.
