Dear Madam Speaker: (Dear Mr. President:) Pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code, I hereby report that I have issued an Executive Order taking further steps to deal with the threat posed by the People’s Republic of China’s (PRC) increasing exploitation of United States capital to resource and to enable the development and modernization of its military, intelligence, and other security apparatuses which continue to allow the PRC to directly threaten the United States homeland and United States forces overseas, including by developing and deploying weapons of mass destruction, advanced conventional weapons, and malicious cyber-enabled actions against the United States and its people.

Statement from the Press Secretary Regarding the Implementation of President Trump’s Executive Order on Preventing Online Censorship

On Monday, the Department of Commerce, as directed by President Donald J. Trump’s Executive Order on Preventing Online Censorship, filed a petition to clarify the scope of Section 230 of the 1996 Communications Decency Act. The petition requests that the Federal Communications Commission (FCC) clarify that Section 230 does not permit social media companies that alter or editorialize users’ speech to escape civil liability. The petition also requests that the FCC clarify when an online platform curates content in “good faith,” and requests transparency requirements on their moderation practices, similar to requirements imposed on broadband service providers under Title I of the Communications Act. President Trump will continue to fight back against unfair, un-American, and politically biased censorship of Americans online.

President Trump’s Regulatory Relief Helps All Americans

President Trump’s actions to roll back regulations are lifting up American families and businesses. Between FY 2017 and FY 2019, the Trump Administration has cut nearly eight regulations for every new, significant regulation—more than fulfilling the promise of Executive Order 13771 to cut two regulations for every new regulation imposed. The Council of Economic Advisers (CEA) estimates that this pro-growth approach to Federal regulation will raise real incomes by upwards of $3,100 per household per year. In fact, 20 of these actions alone are expected to save American consumers and businesses over $220 billion per year. Moreover, the CEA estimates that, by 2026, Safer Affordable Fuel Efficient (SAFE) Vehicles will reduce the quality-adjusted price of a new vehicle by $2,200.
