Dear Secretary Marco Rubio,
Please turn your attention to the Liberal Censorship Complex in Canada.
As of late 2025, the Liberal government is advancing a series of laws that together pose a serious threat to free expression in Canada.
1/ Bill C-9 — “Combatting Hate Act”
This bill expands hate-speech laws in dangerous ways.
• It removes the long-standing religious defence in the Criminal Code that protects good-faith religious speech. This means quoting or explaining religious texts could carry legal risk.
• It introduces a new, broader definition of “hatred,” lowering the threshold for criminal liability beyond what courts have traditionally allowed.
• It creates new offences around displaying “hate” or terrorism-linked symbols, opening the door to subjective and uneven enforcement.
• It removes the requirement for Attorney General approval before hate-speech charges are laid, making prosecutions easier and more frequent.
The result is a powerful chilling effect: people self-censor to avoid legal risk.
2/ Online Harms legislation (Bill C-63 and related efforts)
Although the original bill is currently stalled, its ideas live on.
• It proposes a Digital Safety Commission with sweeping powers over online content.
• Platforms face heavy penalties, encouraging them to over-censor lawful speech just to be safe.
• Some provisions allow “peace bonds” based on fears of future speech crimes, punishing people before any offence is committed (!)
This is regulation by fear and intimidation, not justice for objectively codified crimes.
3/ Laws already passed and now being enforced
• Online Streaming Act (C-11): Gives the CRTC power over online content and discoverability, allowing government priorities to shape what Canadians see and hear.
• Online News Act (C-18): Led to major platforms blocking news links in Canada, shrinking access to information and debate.
Free speech is under attack in Canada. We plead with the US government to impose strong sanctions on the people who are systematically building a tyrannical, authoritarian censorship regime to impose on Canadian citizens in violation of our fundamental human rights and freedoms.

Today, Department of State will take steps to bar leading figures of the global censorship-industrial complex from entering the United States. We stand ready and willing to expand this list if others do not reverse course.
