Chicago versus Charlotte

Is civilian on civilian violence more acceptable than a police shooting?

It occurred to me after watching reports of the rioting in Charlotte NC following a police shooting that I can't understand why Chicago isn't in a permanent state of discontent given the number of shootings and murders in that city. The only explanation is that Chicago residents are numb to the violence. It is a way of life for them. Also, is civilian on civilian violence more acceptable than a police shooting? How sad.
