I'd imagine 100% of what is needed as a *billion* dollars is A LOT of money. But, I suppose we'll never know and those Americans will continue living in tents while snow and ice fall this winter until their aid is delivered "sometime in 2025" as the head of FEMA has said.

(Fox News) President Biden pledged $1 billion in humanitarian support to Africans displaced by historic droughts and food insecurity on Tuesday, as North Carolina residents continue to rebuild after the devastation left by Hurricane Helene.

That's going to increase, you know, that's the right thing for the wealthiest nation in the world to do," Biden said while speaking in Angola.
