President Obama obfuscating the truth

What's the difference between and Executive Order and a Presidential Memoranda? Just one thing, an Executive order must contain a "citation of authority", the Memoranda does not.
When the President signs an Executive Order, he must refer to where he gets the authority to do so. It will come as no surprise to learn that Obama has signed more Memoranda than he has actual orders. So when he says he has signed less orders that previous Presidents, he is obfuscating the truth. And it explains all the chatter about did he or did he not issue and executive order regarding amnesty. Apparently, he technically did not. However, the memorandum amounted to the same thing, minus the requirement to state where he got authority. This from a President who promised a transparent government. Dick Doonan
