Watch: Portland Man Hits Woman With a Saw, Bystanders Call Cops Racist for Arresting Him

But the chaos doesn’t just come out at night. The city is also seeing a spike in other crimes, including violent ones. One was caught on video recently, with Andy Ngo reporting on the incident.
