Collusion regarding Canada's Election Laws? Is the American Democratic Party involved with setting policy in the Canadian Parliament?

Question of the Day – Was there collusion, regarding Canada’s election law, between Barack Obama and Justin Trudeau prior to the 2019 Canadian Federal Election? And is the American Democratic Party involved with setting policy in the Canadian Parliament?
Unknown to most Canadians, prior to the 2019 federal election, the Liberal government amended the Canada Elections Act through Bill C-76.
1 In that amendment the Federal Liberals removed/repealed section 331 of the Elections Act, which stated:
Big Brother Obama was looking out for Little Bro Justin
“Non-interference by Foreigners
Prohibition — inducements by non-residents
331 No person who does not reside in Canada shall, during an election period, in any way induce electors to vote or refrain from voting or vote or refrain from voting for a particular candidate unless the person is
(a) a Canadian citizen; or
(b) a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act. 2000, c. 9, s. 331; 2001, c. 27, s. 211.”
Now we understand that, according to media, there had been a “bromance” between Justin Trudeau and Barack Obama
2 which has been going on for a number of years. And it would seem the “bromance” has continued, but who actually is the dominant of this duo of Trudeau and Obama?
During Trudeau’s leadership race and the 2015 federal election, it had been reported that Obama had sent members of his election team, including “…deputy campaign manager in the last U.S. presidential campaign…” and that “Justin Trudeau's Liberals have quietly been getting regular advice” from Obama’s team.
3 It had also been reported that “… Justin Trudeau’s Liberal leadership team is looking to U.S. Democrats for advice on how to win. Mitch Stewart, who was the battleground-states director for the Obama campaign, has been sought out to speak to Trudeau’s strategists according to officials with the Trudeau campaign.”
4 It’s as if Big Brother Obama was looking out for Little Bro Justin, doesn’t it?
So was the amendment of the Canada Elections Act a pre-emptive strike
But what is curious is that the Federal Liberals actually opened the door to foreign interference, from other entities, during this federal election? This move by the Trudeau Liberals, in light of the alleged Russian interference in the U.S. election, seems very strange, wouldn’t one agree? And wasn’t it Barack Obama who endorse Trudeau, when it was quite obvious that the Trudeau Liberals were losing ground?5
So was the amendment of the Canada Elections Act a pre-emptive strike so that if the Trudeau Liberals were losing, they could call on Justin’s long-time friend, Barack Obama, to try and sway Canadian voters without offending Canadian law?
Something that might be an even more concerning issue, for both Canadians and Americans, is: are our two left leaning parties amalgamating to the point that the constitutional and legal lines are being blurred between the two countries, to the point that Barack Obama is making policy decisions for Canada?
“Speaking before world leaders at the annual diplomatic conference, the Canadian prime minister, like President Barack Obama before him, called for greater global engagement and for governments to speak out against the rising xenophobia and protectionism that is currently playing a prominent role in American and European politics.”6
