Just Kevin Dougherty originally denied that he ‘knowingly’ benefited from his brother’s embezzlement from the union, but he was eventually identified as being “family member No. 4” in court documents that were made public.
John “Johnny Doc” Dougherty, the powerful Philadelphia labor boss and head of the Local 98 of the International Brotherhood of Electrical Workers, helped his childhood friend, Jim Kenney, become mayor, and in the same year helped his brother, Kevin Dougherty, win a seat on Pennsylvania’s Supreme Court with help from Local 98.
