John “Johnny Doc” Dougherty, the powerful Philadelphia labor boss and head of the Local 98 of the International Brotherhood of Electrical Workers, helped his childhood friend, Jim Kenney, become mayor, and in the same year helped his brother, Kevin Dougherty, win a seat on Pennsylvania’s Supreme Court with help from Local 98. He was also indicted for bribing a state elections judge to ‘stuff ballots for Democratic candidates‘, among whom are three judges sitting on the Philadelphia Common Pleas Court.--
