Aboriginal poverty in Saskatchewan is well-documented, well-publicized and well-nigh obvious to Saskatchewanians. Said poverty, however, isn’t universally endured. Internal income distribution explains its persistence.
Saskatchewan’s 70 Aboriginal Bands report cumulative membership of 170,000. Of these, 91,000 live off-reserve; mostly in Saskatoon, Regina and Prince Albert.

Very interesting information! Something that I have always suspected. If memory serves me, the Harper government instituted a system whereby the bands had to be accountable for the money given. Trudeau government did away with that.

That's correct Nicki. In fact, that is how I got the info for this article. W/O the FNTA we would be flying blind. The Act does not cover a lot of band associated businesses nor the Tribal Councils (nor the AFN). As well, some Bands are simply not complying with the FNTA. An even graver concern, which I hope to write about soon is the lack of transparency regarding Band elections.
