Many of my more astute readers already know that, yes, my title and opening line were ‘borrowed’ from The Infamous ‘Captain’ as he looked down the ravine at a beaten Cool Hand Luke; because these words express the absolute-state-of-confusion concerning the communications coming from our state and local governments, who are failing, and leaving vulnerable, the very people they swore to protect and serve.
