The Changing Landscape of Election Fraud



It has been over three years since the 2020 election and even at that time, the mechanics of election fraud were well developed. Those who would subvert our elections have not been resting. They have been working to refine what worked to make it work better for them, and have been devising new ways to use our election systems to their advantage, and not ours.

Be slow to anger

Those who would be our rulers recognize the value of elections in creating the illusion that we have choices, and that elections legitimize their control. From their perspective, though, there is still one problem—they don't yet have full control. They are not as clever as they think themselves to be. Moreover, they are opposed by a large number of smarter people who do not wish to submit to their rule.

We have been patient and trusting, and supportive of our institutions of fairness, rule of law, constitutional government, and of the principles of republicanism rather than the mob rule of a democracy. Meanwhile, in their lust for ultimate power, they have trashed those institutions, abused the Constitution and rule of law, and tested our patience. They have sought to use against us what they see as a weakness—that weakness of being faithful to principles rather than expediency.

These articles have not been intended to be comprehensive descriptions of the elements of election fraud, but rather to identify the tools of fraud and give an idea of how they work. Ultimately, there are limits, constraints on elections that if violated can expose manipulations. It is this exposure that prevents their consolidation of power, as that consolidation requires defeat and submission.

The truth shall keep us free

Our power to resist tyranny lies in knowledge and truth. Their power depends on lies—lies that cannot stand before truth. We can use our knowledge of the elements of fraud and how elections can be manipulated to expose lies and defeat them.

We will look at some of the new combinations of elements that have been devised in the attempts to deceive us, and what is election fraud but deception practiced on a national or even global scale.


The Achilles heel of fraud

One basic principle, one constraint, is that accounts must ultimately balance. There must be as many ballots as there are votes cast. There must be no more votes than there are registered voters to cast them. The number of registered voters must not exceed the number of eligible voters. Each of these components of balance has been violated in recent elections. The consequences of such violations have sustained and validated the opposition to those who seek control.

Down to brass tacks

Now that we know the elements of modern election fraud and how combinations of those elements can work together to create fraudulent results, we can look back at some of the ways they have been and are being employed.

For several years, now, voter rolls have been inflated with new registration entries shortly before elections, and then reduced to normal levels after votes have been counted and the results certified.

One reason the rolls are inflated is to ensure that there are enough "voters" present to match up with the number of votes cast. If an election turns up with substantially more votes reported than there were voters to produce them, that looks suspicious and prompts uncomfortable questions.

More recently, another manipulation of voter rolls going on that is less obvious. We have observed it in our own analyses of several counties in California, and have reports that it is being done not only across California, but in every state and county in the country. We call it churn, and it changes the composition of voter rolls without raising suspicion.

On a daily basis, large numbers of registrations are added to and removed from the voter rolls. The net difference is small and appears due to normal activity of voters moving, dying, new registrations, and other routine acts that don't attract attention.

We call it churn

This churn replaces legitimate registrations with registrations that fraudsters control. We found it by comparing voter roll snapshots captured a few weeks apart. The total change in that period was small, but over ten times that number of registrations had been added and removed. Further investigation showed that less than half the registrations churned had valid legal reasons for addition or removal.

Manipulation of voter rolls can be done from anywhere in the world. In most places, dozens of NGOs have been given direct access to voter rolls, ostensibly to support voter registration drives and similar activities. Voter roll maintenance services can make extensive changes in the name of helping officials keep their rolls up to date. Is every person with access honest? Can any of them be bent with enough pressure or incentive? It only takes a few.

These changes to voter rolls provide a pool of "voters" that can be used to adjust totals to achieve a desired outcome. How can this pool be used to affect an election, you may ask. Consider the following scenario.

As election day comes to a close, the tabulated results show that a large number of ballots will be needed to be added to the totals to achieve the desired outcome. The registration pool is tapped to obtain a list of registrations that have no recorded vote, and are part of a known list of added registrations. The voter roll data is captured which provides voter names, precinct locations, and other essential information, and rolls marked to show that they "voted". At this point a new element enters the picture.

Very high speed printing systems have been developed that under computer control can produce tens of thousands of individually customized pages per hour. We see them in use to produce all the advertising brochures with our name and address printed right along with the advertising text as though it were prepared personally for us. Those same high speed printers are used to prepare the millions of ballots and ballot envelopes for our elections.


An election nightmare

If one or more such printers are available, the captured voter roll information can be used to produce tens of thousands of individually customized and marked ballots that can be delivered for tabulation and inclusion in the election totals. At that point, the number of voters matches the number of ballots, and there is no indication that anything is amiss—only that the trend of the election suddenly changed overnight.

Ballots printed while you wait

Some might object that this scenario is merely speculation. Yet there are good indications of its use. Patrick Colbeck in his book "The 2020 Coup" describes the late night delivery of thousands of ballots that changed the outcome of the election in Detroit and hence of Michigan. It just happened that election officials had acquired such a high speed printer that would allow them to reduce the costs of printing ballots for elections. The printer was located in the Detroit offices.

Was that where the ballots originated for the late night deliveries? At this point, it is impossible to tell. Any ballots produced would be virtually indistinguishable from legitimate ballots prepared by individual voters. It would take a detailed forensic inspection of each ballot to determine if it was machine printed or hand completed. The paper records are now long gone, and the scanner images don't provide the needed information.

These high speed printers are used for legitimate purposes across the country. Were some of them used for not-so-legitimate purposes on election nights? Could some printer be tempted by a large enough payment to put their equipment to use to "fortify" an election? Who was even thinking of such things? Who among us would think to look?

That was four years ago. Things have "progressed" since then. With terabyte disk drives available at low cost for home computers, the voter rolls of a nation can be saved on a PC. JPEG, PDF, or other image formats of ballots can be created from scratch with no paper involved.

With internet access, such images can be introduced into the tabulation process as though they came from the official scanners. 

Once introduced at that level, the cast vote records, vote totals, and all the other records are produced just as with legitimate votes. Voter rolls would be updated to reflect the proper number of "voters", paper ballots can be printed and backfilled as needed.

With centralized processing, the normal checks on ballot quantities that would occur at precincts is bypassed, as are most of the checks intended to ensure the integrity of an election. The risk to fraudsters is reduced since the need for ballot collection and purchasing is eliminated as well as the need for mules to deliver ballots to drop boxes. The critical pieces happen electronically, out of sight of observers and prying eyes, and leave few trails.

I have no evidence that such a scheme has actually been used, but I offer it to show how our current election systems can be compromised in ways that are hard to detect and prevent.

As I have written before, with current election systems, we can have no assurance that the results of any election are true and accurate expressions of the will of the voters.

Understand, I like technology. I design and use computer and other technical systems daily and appreciate the value of what they can do. It is, however, because of that experience that I know how such systems can be misused.

The last article of this series will look at what can be done to restore integrity to our elections. Some things we can do as individuals or small groups. Other things will require more effort. We should not be discouraged, though, because, although dire, the situation is not beyond redemption.
