Alleged sexual harasser Democrat Assemblyman Raul Bocanegra announced his resignation from the Legislature Monday. But does anyone really think anything will change inside the predatory state Capitol? Last week I was critical of Bocanegra's faux resignation, when he announced he would leave at the end of his term in December 2018. "'Not seeking reelection is not a resignation," I wrote.
