At what point does a well coordinated plan enter the realm of a conspiracy? In the interest of full disclosure, I have not been fitted for a tin foil hat, nor have I seen any black helicopters. Not yet, anyway. But I think that most Americans would be disturbed to learn that not only has the U.S. Congress been passing thousand-plus page laws that they admittedly have not even read--now we know that they did not even write them. Given the fact that highly complex bills of this magnitude don’t produce themselves, I think it is a fair question to ask, “Who did?”
