Wow yes there are lots of ways to illegally fix elections. When I was young some one in each neighborhood would be picked to go door to door with a list to check to make sure who was living there and how many were of age to vote weeks before each election. If they got no answer at a house they would check with neighbors to find out who lived there and when they were home usually? This would be entered on the list. These same people would be at the polling stations when you went to vote and sometimes it was your relative or a neighbor you knew. Back then though we used to have communities, local Churches, and businesses and a lot more trust in government than we have now for sure.

Think: chain of custody.
Since we require secret ballots we then require that the voter be identified and verified. Once his or her ballot is cast it can no longer be associated with a voter.

A slant on Centerwing's comment. Queensland, Australia in the 1950's/60's. The Electoral Roll was compiled about a month before elections. The information was collected by two uniformed police constables going door to door. "Who lives here? What are their ages?" There was a £5 'fine' for being eligible to vote and not listed on the Roll.
