As I read Ettinger’s excellent piece below, I was reminded of other historical facts having to do with limiting Jewish settlement, emigration or immigration. Even before the British Mandate, Britain was actively limiting Jewish immigration to Palestine. Stalin also prevented Jewish emigration.
