The June 2015 Locker Commission report is primarily a collection of recommendations pertaining to the defense budget, yet while each recommendation is worthy of careful consideration, it is difficult to accept them as a package. The commission’s recommendations are formulated as directives, and some lack the data and analysis necessary for weighing their relative merit.
