illegal "immigration" and their "rationale" for issuing diver's licenses to illegal aliens

The stupidity of sympathizers of illegal "immigration" is beyond comprehension. Their "rationale" for issuing diver's licenses to illegal aliens, ostensibly in order to make us all safer, can only be compared to idiocy of offering free birth control contraceptives and STD preventive training and screening for rapists in lieu of their criminal prosecution.

Common sense dictates that the most rational way to prevent rape is to apprehend the perpetrators, isolate them from the society, and avoid doing anything that would make those still at large feel safe (from prosecution) or welcome. The same is true about illegal "immigration". Yet there are some who advocate the so-called "safety" measures, like issuing driver's licenses to illegals and "normalization" of their "immigration" status, so that they can "come out of shadows" and not pose a risk to this law and order society anymore. As if knowing who these illegals are and that they are not hiding anymore made us any safer or more orderly, just like if victim's knowledge of her rapist's name and health made the act of rape less damaging or more acceptable. Here is how a hypothetical project, administrated by a group of morons similar to those helping illegal aliens root themselves in the U.S., and its idiotic rhetoric could go. Women have the right to be not impregnated or infected with STD by an uneducated and unscreened rapist. Therefore, state authorities shall provide free birth-control training for all actual and potential rapists (particularly for all convicted sex offenders), screen them for STDs, and issue those who passed the screening a health certificate stating that the holder is licensed to engage in sexual intercourse. (Some more conservative states may wish to add a disclaimer that the certificate does not authorize its holder to non-consensual sex, but such a disclaimer may be ruled unconstitutional by the ACLU as it would stigmatize its holder as a potential rapist and make him a likely subject of discrimination and bigotry.) Calling a rapist a "rapist" is offensive (we must remember that rapists are human beings and have their rights, too), so other less inflammatory terms, like "undocumented fiance" or "unauthorized husband", shall be used, instead. After all, many of the "undocumented" are simply doing the job that the husbands and fiances are neglecting to do. Besides, how can a husband who got romantically involved with a strange and then-unrelated woman (currently, his wife) could become as xenophobic and nativist as to deny others the right to do the same thing to her? Or how can a woman impregnated by a rapist become as insensitive and heartless as to press vicious charges against the father of her future children? Or is she a hard-core racist who dares to maintain that it does make a difference whose genes will her child inherit? In order to further improve the safety of all persons involved, the law enforcement must encourage the "undocumented" to rape safely by not over-prosecuting those who actually used condoms during the rape and showed the victim, before the act, a health certificate issued by state authorities; they shall be allowed to pay a fine in lieu of jail time and other criminal penalties. And those who demonstrated remarkable persistence in raping the same person over and over again for a prolonged time shall be given a chance to legalize their relationship with the victim, be it in a form of path to marriage certificate or a title to a share in the property owned by the victim. After all, if we cannot eliminate rape from our society then we may as well legalize it, or, at least, make it safe and orderly. Meanwhile, we must make sure that rapists' children, who may be genetically more likely than others to engage in non-consensual sex (read [1] for a convincing argument that they actually are), feel welcome and safe from prosecution for the acts that their fathers and the genes they passed on their progeny are to be blamed for.
