They're either so deep in character that they're got themselves momentarily convinced the emotion is real, or they're method acting, which means they're reaching back to some sort of real tear-jerker from their life to produce the tears.
If you really think this fraud is upset about the kids, well, then you were probably gullible enough to think he'd heal the planet too. If the shootings make him genuinely mad, it's not because the people got killed. It's because Congress didn't just up and give him what he wanted in response to it. It's always about him, and here it's about getting you to remark on his show of emotion - not to pressure Congress to pass something because he's not asking for that, but rather to shame Congress into forcing poor upset Obama to resort to executive orders, which Rob already told you will do nothing.

Now you might object as follows: Couldn't the emotions be real even if the policy prescriptions aren't the right ones? They could, but here's why they're not. If Obama really thought those kids would be alive if not for the lack of gun restrictions he constantly complains about - selling guns to people on the no-fly list, the "gun show loophole," not enough background checks, etc. - then his executive orders would have dealt with those issues. Why didn't they? Because he respects the Constitution after all, you say? If that were the case he wouldn't constantly rip on the NRA, which does nothing but defend the Second Amendment, and we wouldn't have executive amnesty.
The only limit on power Obama respects is the kind that puts him at risk for a decision blowing up in his face. If Obama implements the stuff he always talks about, and it makes no difference whatsoever (which is exactly what would happen), he would look like a fool for having misdiagnosed the problem. Or a jerk for lying about it.
So no, the tears aren't genuine because he constantly demonstrates he's not really serious about solving the problem. Every new gun law he proposes would have made no difference in any of the recent mass shootings, a fact so clear that even the Washington Post's liberal "fact checker" had to admit Marco Rubio was right in saying so.
By the way, it wouldn't matter in the least how much Obama cared if his tears were genuine, if his policy ideas were still wrong. But just for the record, the tears are as fake as a Clinton $3 bill. It's method acting at its finest, and if you enjoy that kind of thing there's nothing wrong with that. But being good at it does not qualify you for the presidency.
