After the attacks, Obama's people went into damage control mode. They clarified that the President meant that ISIS had been "geographically contained" after a rapid expansion during the time the Obama Administration was busy pretending they posed no threat. That may be a fair distinction, but it's also a worthless one. The problem, of course, is that an outfit like ISIS doesn't really rely on simple geographic boundaries.
