Usually, when we say "Howard Dean doesn't know what he's talking about," we mean "he's wrong." That happens almost every time he opens his mouth, so it's not really worth sharing. Sometimes, though, when we say "Howard Dean doesn't know what he's talking about," we say it because he literally has no freaking idea what he's talking about. Case in point is his appearance the following appearance on MSNBC, where Dean was asked about newly released documents that contained talk of a "quid pro quo" between the State Department and the FBI. As the Politico reported, Patrick Kennedy wanted to change the classifications of some of Hillary's emailed material in exchange for ...something.

In an exchange that included redacted names, the interview notes state that “[REDACTED] received a call from [REDACTED] of the International Operations Division (IOD) of the FBI, who ‘pressured’ him to change the classified email to unclassified. [REDACTED] indicated he had been contacted by PATRICK KENNEDY, Undersecretary of State, who had asked his assistance in altering the email’s classification in exchange for a ‘quid pro quo.’”
