Intellectual honesty compels me to point out here that second-term presidents usually have this problem as they approach the mid-term elections at the end of their sixth year. Even Ronald Reagan lost the Senate in 1986, and George W. Bush lost both houses of Congress in 2006. Bill Clinton did a little better but then he had already lost his hold on Congress four years earlier, so he didn't have as far to fall.
