If you haven't read the Constitution in a while, you might not be aware of the 28th Amendment. No one proposed it, it was never debated, and no one ratified it but - if Dick Durbin is to be believed - it exists all the same. According to the Senator, the President now has the magical ability to "borrow" powers he doesn't have.
