In what can only be described as a head-scratching nightmare of dystopian proportions, the UN socialist party, er, UN climate conference agreed to free up at least $60 million to help poor (read: third-world) countries adapt to "droughts, floods, and other effects of global warming." All of which have been happening on planet Earth since the oceans and land masses formed.
