Back in 2007, Democrats were terrified that then President George W. Bush might start lobbing cruise missiles into Iran. At the time, Joltin' Joe Biden was running for President and was the chairman of the Foreign Relations Committee. As such, it was vitally important that the Commander in Chief should understand - regardless of Iran's nuclear program - that Congressional permission was required before he started bombing other countries.
